Selection of an independent member of the Board of the public body CPO LT with competences in the field of communication

The Ministry of Economy and Innovation of the Republic of Lithuania announces a selection for the position of an independent member of the Board of the public institution CPO LT (hereinafter referred to as “CPO LT”) with competences in the field of communication for a 4-year term

Description of the Procedure for Selection and Removal of Members of the CPO LT Board of Directors (the “Description”), on the basis of which the selection is carried out: https://www.cpo.lt/administracine-informacija/#valdybos-nariu-atranka.

The selection method is an oral interview.

The selection procedures are carried out by the independent selection agency Master Class LT, UAB and a selection committee established by the Minister of Economy and Innovation of the Republic of Lithuania.

 

Information on the CPO LT Board

The Board of CPO LT is a collegial governing body consisting of three members: a member of the Board delegated by the Ministry of Economy and Innovation of the Republic of Lithuania and two independent members of the Board selected through a selection process.

The term of office of the Board is 4 years. The term of office shall begin on the date of the Minister’s order on the election of the member.

The independent members of the CPO LT Management Board shall receive a fixed monthly remuneration, which may not exceed 1/3 of the fixed monthly remuneration of the CPO LT CEO, and which shall be recalculated annually depending on the results of the annual tasks assigned to the Management Board. In the first year of the term of office, the monthly remuneration of the Chairperson of the Management Board shall be equal to 1/3 of the fixed monthly remuneration set for the Head of the Institution, and the monthly remuneration of a member of the Management Board shall be equal to 90% of the remuneration of the Chairperson of the Management Board. The fixed monthly remuneration of the Head of CPO LT shall be calculated in accordance with the coefficients set out in Annex 1 to the Resolution of the Government of the Republic of Lithuania of 26 May 2010 No. 598 “On remuneration of the heads of public bodies whose owner is the State or where the State holds the majority of votes in the general meeting of shareholders” for the 1st category of public bodies (from 13.3 to 16), by applying the basic amount of the official wage (salary) of the State politicians, judges, civil servants, state officials, employees of the state and municipal budgetary bodies.

General, independence and specific requirements for candidates

General requirements:

– have a university degree or equivalent;

– be of good repute as defined in Article 2(17) of the Law on Public Procurement of the Republic of Lithuania;

– not to have any relationship with any other natural or legal person which could give rise to a conflict of interest in the performance of his/her duties as a member of the Board;

– shall not be disqualified or restricted from holding office as a member of the Board or from performing the functions attached to that office;

– not having been removed from a single-person or collegiate body of a legal person for misconduct in the last 5 years.

Independence requirements:

– not be a civil servant, employee or manager of the Ministry or CPO LT;

– have no close associates of CPO LT as defined in Article 2(1) of the Law on the Harmonisation of Public and Private Interests;

– not have received any income from CPO LT in the last 3 years, either directly or as a participant or manager of a legal entity, except for remuneration for being a member of the Board. The restriction does not apply if the amount of income per year does not exceed EUR 5 000 (five thousand euros);

– not to have been a partner, participant, manager, member of a collegial body or employee of an audit firm that carries out or has carried out an audit of CPO LT within the last two years;

– not be a member of more than four collegiate bodies of legal persons;

– not to have drafted, discussed or adopted decisions related to the supervision or control of CPO LT’s activities or decisions by which funds or other assets have been allocated to CPO LT in the last one year (in the case of a decision of the High Official Ethics Commission adopted in accordance with Article 18 of the Law of the Republic of Lithuania on the Harmonisation of Public and Private Interests, the above restriction may be exempted).

Specific requirements:

– knowledge of CPO LT’s activities, motivation to achieve the strategic objectives set by CPO LT and to improve the quality of its operations;

– have experience of leadership or working in collegiate bodies;

– have at least three years’ experience in communications.

You must provide:

– an application for admission and a declaration of integrity(Annex 1);

– copies of proof of identity and education;

– a curriculum vitae – your name, date of birth, home address, telephone number, email address, education, work experience, a list of your strengths (indicating your business qualities) and other information;

– consent to the processing of personal data(Annex 2);

– a free-form covering letter (the letter must state that you are applying for the post of Board Member with competence in communication).

At the request of the selection panel and/or representatives of the selection agency Master Class LT, UAB, additional documents (copies thereof) proving compliance with the general, independence and specific requirements set out in this notice may be requested.

Original documents may be requested if the candidate is successful in the selection.

Methods and deadlines for submitting documents:

Candidates must submit their documents to the selection agency Master Class LT, UAB by 15 February 2023 (inclusive).
