Master Class Lithuania Begins Search for CEO of AB „Oro navigacija“
Master Class Lithuania is launching a search for a CEO for AB “Oro navigacija.” This is a strategically important state-owned company responsible for air traffic control in Lithuanian airspace.
About the Company
Oro navigacija is a strategically important state-owned enterprise and a certified European air navigation service provider. The company ensures air traffic management within Lithuanian airspace and above territorial waters, while also providing aviation specialist training and performing other functions related to safe flight operations.
The company’s mission is to provide safe, high-quality, and efficient air navigation services.
Company Objectives
- To provide and develop air traffic management, communications, navigation, surveillance, and aeronautical information services ensuring flight safety, quality, security, and return to the state;
- To implement innovative digital solutions that improve flight safety and service competitiveness;
- To provide search and rescue coordination services;
- To ensure the development and expansion of a low-altitude unmanned aircraft traffic management platform, enabling commercial and other drone operations.

Corporate Governance Structure
Oro navigacija follows OECD good governance principles and the Governance Guidelines for State-Owned Enterprises, aiming to implement best governance practices and strengthen shareholder and public trust.
The Republic of Lithuania owns 100% of the company’s shares. Shareholder rights and obligations are exercised by the Ministry of Transport and Communications of the Republic of Lithuania.
The company’s main decision-making bodies are the General Meeting of Shareholders, the Board, and the Chief Executive Officer.
The General Meeting of Shareholders appoints the Board, which in turn appoints the Chief Executive Officer responsible for the company’s day-to-day management. The company’s governing bodies make decisions independently and within the competencies assigned to them by Lithuanian legislation and the company’s Articles of Association.
Mandatory Eligibility Requirements
- Impeccable reputation;
- The candidate must not be deprived of or restricted from holding the relevant position or performing its functions;
- The candidate must not be restricted from working with or accessing classified state or official information;
- Within the last five years, the candidate must not have been removed from a management body position due to improper performance of duties.
General Mandatory Requirements
- University degree;
- At least 5 years of management experience within the past 10 years in the position of company CEO or department director in a company or group employing at least 200 people;
- Excellent Lithuanian and English language skills, both written and spoken (minimum B2 level).
Special Requirements (Evaluated)
- Proven experience implementing organizational transformations, change management, and business development initiatives;
- Experience in corporate or group strategy development and implementation;
- Successful track record in promoting innovation and implementing innovative technological processes and digital products;
- Ability to effectively represent company interests nationally and internationally;
- Experience and capability in collaborating with diverse stakeholder groups;
- Crisis management knowledge and experience;
- Experience in business operations, finance, and risk management;
- Knowledge and experience in corporate governance principles;
- Strong communication and negotiation skills, including the ability to listen, present arguments, and communicate clearly.
Advantages (Considered Beneficial)
- Experience within an aviation organization;
- International business experience and/or leadership of international business expansion projects;
- Knowledge and/or practical experience related to the air navigation services business and revenue model;
- Understanding and/or experience in regulated industries;

- Strong decision-making and negotiation skills.
Compensation and Benefits
The principles governing compensation for the company’s Chief Executive Officer are regulated by the company’s Remuneration Policy.

Recruitment Process
The Board of Oro navigacija has engaged executive search firm Master Class Lietuva to conduct the selection process.
