Recruitment of the Head of the Green Finance Institute

The Green Finance Institute (GFI) will be mandated to act as the main centre of expertise and knowledge in the field of green finance, to develop sustainability assessment guidelines and methodological recommendations, to inform and provide competent advice to both financial market participants and public authorities on the implementation of the financial greenness requirements set out in the European Union (EU) and national legislation, as well as the disclosure of sustainability information. In the future, FMIs should gradually expand their activities from the core environmental sustainability function (‘E’) to other ESG areas such as social and governance (‘S’ and ‘G’).

The Green Finance Institute shall be established as a structural unit of the consolidated National Development Agency (NDA), under the authority of the Head of the NDA, and shall be autonomous from the activities of the other NDA units.

Green Finance Institute activities:

  • Developing methodologies and guidelines for assessing the greenness/sustainability of funded entities and projects;
  • Consultation on green finance regulation: advice to private and public stakeholders on the EU Taxonomy Regulation, national and EU legislation on sustainability assessment and disclosure, the EU Taxonomy Regulation, the EU Regulation on sustainability disclosures in the financial services sector, the Corporate Sustainability Reporting Directive, the Eco-Claims Directive;
  • Education and outreach activities: regular education and outreach to stakeholders, educational programmes for sustainability assessment experts and dissemination of information on sustainability;
  • Strengthening public-private relations: coordinating and cooperating with all stakeholders, including ministries, the Bank of Lithuania, financial market players, etc;
  • Advice to policy makers: supporting reforms and initiatives to improve the clarity and attractiveness of regulation in Lithuania’s role as a leader in green finance, advising ministries on sustainable incentive finance instruments and guiding them in the design of development programmes;

General requirements for the candidate (required):

  • University degree or equivalent;
  • at least 3 years’ experience of leading a team.

Specific requirements for the candidate (to be assessed):

  • Knowledge of EU and national legislation on sustainable finance;
  • Knowledge of Environmental, Social and Governance (ESG) requirements and best practices;
  • Knowledge of financial markets, public and private financial instruments;
  • Ability to represent the field both in Lithuania and internationally;
  • skills and experience in formulating and implementing operational strategy;
  • capacity to engage with stakeholders;
  • Leadership skills;
  • very good Lithuanian and English language skills (written and oral);
  • Motivating your team effectively;
  • good public speaking skills, good communication skills, the ability to express ideas clearly and present structured information.

It will be considered as a strength/assessment of the candidate:

  • Practical work in green finance and/or ESG;
  • experience in the financial sector;
  • experience in change management.

Reward

Basic monthly salary between €6,600 and €8,500 before tax. The Head of the FFI may be paid a variable remuneration component, the amount and payment arrangements of which shall be governed by the staff remuneration/performance appraisal policy.
